This paper explores the potential opportunities for collaboration between Public Development Banks (PDBs) and philanthropies, highlighting how a well-designed blended finance framework can align both types of actors and scale up climate investments in emerging economies. It also identifies the challenges in creating effective synergies between these two types of development finance actors.
